Stadelman bill to prevent guardian abuse receives national attention
ROCKFORD – A bill sponsored by Illinois Senator Steve Stadelman to strengthen the protection of adults in need of a legal guardian was signed by Governor Pat Quinn this week.
Senate Bill 1051 amends the Illinois Probation Act of 1975 by emphasizing that judges consider the welfare of the dependent adult when appointing a guardian. The bill also requires the inclusion of contact information for physicians providing evaluations, reports or opinions on a person’s mental or physical disability for the purpose of naming a legal guardian.
“The legislation now specifically states ‘best interest and well-being’ of the dependent adult shall be the court's main concern in selection of the guardian,” said Stadelman, D-Rockford “The goal is to help prevent guardianship from being used in a convenience or retaliatory manner.”
Stadelman worked with Sylvia Rudek, director of the National Association to Stop Guardian Abuse, to pass the legislation, which both houses of the Illinois General Assembly approved unanimously. Rudek, who lives in Mouth Prospect, Illinois, was subsequently named by Money Magazine to its “50 Heroes: 50 States” list for her efforts on SB 1051 and other reforms.
“SB 1051 provides clear language along with protections for the elderly and disabled adults of Illinois who are under guardianship,” Rudek said. “Senator Stadelman is to be commended for reaching across the aisle and working with Rep. David Harris to gain bipartisan support. NASGA looks forward to working with Senator Stadelman in the future to further protect Illinois seniors and infirm adults.”

Stadelman reports on passenger rail progress at town hall meeting
ROCKFORD – Anyone interested in learning more about passenger rail service between Rockford and Chicago is encouraged attend an Amtrak Town Hall Meeting hosted by Illinois Senator Steve Stadelman.
Senator Stadelman, D-Rockford, has invited Illinois Department of Transportation experts to give a 45-minute report on the status of the $223 million project. A question-and-answer session will follow.

“Passenger rail service to and from Chicago holds tremendous potential for economic growth and enhanced quality of life in the Rockford area,” Stadelman said. “The public is excited about the prospect of a rail link with Chicago, and I think it is important to keep the public fully informed and to involve as much public input as possible.”
Construction is expected to begin in October 2014, with one daily round trip anticipated to be running by the end of 2015, two daily round trips by the end of 2016 and eventual service to Dubuque, Iowa. Amtrak will provide the restored Intercity Passenger Rail (IPR) service from Chicago to Rockford, using Metra & Union Pacific Railroad tracks.
Track and bridge upgrades, increased capacity, a layover facility, a UP/Metra connection and new stations – including one in Rockford -- are among the improvements being funded through Governor Quinn’s Illinois Jobs Now! Capital Program.
IDOT Project Manager Elliot Ramos will lead an overview discussion of Amtrak service and preparation work before fielding questions with Senator Stadelman and other transportation, engineering and municipal representatives.

ROCKFORD, Ill. – With summer break nearing an end, state Rep. Litesa Wallace, D-Rockford, is hosting a new and used school uniform drive to help offset parents’ costs of enrolling their children in the new school year.
“As a mother of an elementary school aged child, I understand that there are many costs associated with the new school year, including books, supplies and new clothes, which can be burdensome for some families,” Wallace said. “Many Rockford schools now require uniforms, so if your child has outgrown their uniform, this is a great way to recycle it, putting it to good use and allowing another family to save on costs.”
Wallace’s office will be accepting new and gently used Rockford Public School District 205 uniforms and shoes throughout the month of August. On Saturday, Aug. 16 from 10 a.m. to 2 p.m. she will collect donations at her booth at the Black Family Reunion at Ellis Arts Academy, located at 1401 W State St in Rockford. Wallace’s office will continue her school uniform drive the following week, accepting items from 9 a.m. to 5 p.m. from Monday, Aug. 18 to Friday, Aug. 22 on the main floor of the Zeke Giorgi State of Illinois Building, located at 200 S. Wyman Street in Rockford.
“This is a great way to support each other in our community, and teach children a valuable lesson in sharing and giving to others,” Wallace said. “I’m wishing all students and RPS staff a wonderful school year.” Wallace’s office will distribute donated items to the appropriate schools. HoopStars heads downtown
Senator expands free 3-on-3 youth basketball tourney outdoors
ROCKFORD – Illinois Senator Steve Stadelman is taking his free 3-on-3 youth basketball tournament outdoors and moving the competition to Labor Day in hopes of beginning its transformation to a large, Gus Macker-style event.
Boys and girls in 3rd through 8th grades will compete on courts at Davis Park, with the first games tipping off immediately after the Labor Day parade, Stadelman announced at a news conference today. The outdoor location and switch from Saturday of Labor Day weekend to the Monday holiday allows “Senator Stadelman’s HoopStars” to grow in its second year; more than 125 players took part in 2013 on indoor courts at Patriot’s Gateway Center.
“We’re taking HoopStars to the streets in 2014 – not literally, but in the spirit of Gus Macker,” said Stadelman, referring to the popular adult 3-on-3 tournament that took place in the streets of downtown Rockford for many years.
“The tournament’s goal,” he said, “remains the same -- to provide a positive, no-cost activity for our youth, particularly those from low-income families and inner-city neighborhoods. Senator Stadelman’s HoopStars is about the love of the game and kids having a ball.”
Stadelman said the downtown expansion is made possible by new partnerships with the Rockford Park District and Rockford United Labor, which organizes an annual picnic for union members at Davis Park following the Labor Day parade. Families attending the basketball tournament can enjoy live music and kids’ rides at no charge as guests of the labor group. ComEd and Comcast are returning as financial sponsors, and both will operate interactive educational booths during the tournament.
All players will receive free commemorative T-shirts; trophies or medals also will be awarded.
